The Ministry of Industry and Information Technology and the Ministry of Commerce recently jointly issued a notice to organize and carry out the "Optimizing Supply and Promoting Upgrading" activity for the textile and garment industry in 2025. The event adheres to leading and creating demand with high-quality supply, increasing the supply of high-quality textile and garment products, and deeply promoting the "Three Products" action of increasing varieties, improving quality and creating brands in the textile and garment industry, leading the upgrading of the textile and garment industry through consumption upgrading. Strengthen the connection between the upstream and downstream of the industrial chain, enhance the efficiency of collaborative innovation, enrich the supply of high-quality products, strengthen the guarantee of resources such as creative design, financial insurance, and digital transformation services, promote the integration of industry, academia and research, facilitate the transformation of scientific and technological achievements, and accelerate the formation of new quality productivity in the textile industry. Strengthen exchanges and cooperation among regions and countries, optimize the domestic industrial layout, expand the international market, and promote the high-quality development of the textile and garment industry. Twenty specific matching activities will be planned and held around five aspects: strengthening the connection of industrial chains, the connection of production and sales services, the connection of industry, academia and research, the connection of regional cooperation, and the connection of international exchanges.

Notice on Carrying Out the 2025 Textile and Garment "Optimizing Supply and Promoting Upgrading" Campaign

Industrial and information technology and commerce authorities of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, Xinjiang Production and Construction Corps, China National Textile and Apparel Council:

To thoroughly implement the spirit of the Central Economic Work Conference, vigorously boost consumption, comprehensively expand domestic demand, improve the quality of textile and garment supply, and accelerate the construction of a modern textile and garment industrial system, the 2025 Textile and garment "Optimizing Supply and Promoting Upgrading" activity is now being organized and carried out. The relevant matters are notified as follows:

I. Overall Thinking and Objectives

We will continue to lead and create demand with high-quality supply, increase the supply of high-quality textile and garment products, and deeply promote the "Three Products" action of increasing varieties, improving quality and creating brands in the textile and garment industry, so as to lead the upgrading of the textile and garment industry with consumption upgrading. Strengthen the connection between the upstream and downstream of the industrial chain, enhance the efficiency of collaborative innovation, enrich the supply of high-quality products, strengthen the guarantee of resources such as creative design, financial insurance, and digital transformation services, promote the integration of industry, academia and research, facilitate the transformation of scientific and technological achievements, and accelerate the formation of new quality productivity in the textile industry. Strengthen exchanges and cooperation among regions and countries, optimize the domestic industrial layout, expand the international market, and promote the high-quality development of the textile and garment industry.

Ii. Activity Arrangements

(1) Strengthen the connection of industrial chains. During the spring/autumn joint exhibition, promote exchanges and cooperation among fiber enterprises and fabric enterprises, support the application of new fiber materials, and facilitate the development of new products. During industry events, promote cooperation among production and processing enterprises and brand owners to enhance brand competitiveness. We will focus on strengthening the supply guarantee of raw materials and brand building in industries such as cotton textiles, and promote the connection and cooperation between textile biomedical materials and downstream enterprises.

(2) Strengthen the connection between production and sales services. During local and industry-hosted events, promote the connection between digital technology services and enterprises, drive the digital transformation and upgrading of the industry, and gradually cultivate a group of service providers who are proficient in both the textile industry and the application of digital technology. Strengthen the connection between production and sales as well as industry-finance cooperation, organize enterprises to participate in activities such as the "Cotton Textile Consumption Season", "Green and Fashionable Textile and Apparel Consumption Season", and "China Tour of Foreign Trade Quality Products", provide a display platform for high-quality domestic products in the consumer market, promote the integration of domestic and foreign trade in the textile and apparel industry, and expand financing channels for specialized, refined, distinctive and innovative enterprises in the textile industry.

(3) Strengthen the connection between industry, academia and research. Through industry conferences and other forms, guide the market application of green and low-carbon technologies, promote energy conservation and carbon reduction technological transformation, enhance the energy conservation, pollution reduction and carbon reduction levels of enterprises, and strengthen the development of new products and the exchange of new technologies in the printing and dyeing industry. Promote the transformation of technological achievements in the textile machinery industry and further enhance the production quality and efficiency of the textile industry.

(4) Strengthen regional cooperation and alignment. During the events hosted by the competent authorities of industry and information technology in various regions, various industrial connection activities are carried out in line with the development needs of industries to continuously optimize the industrial layout. Promote the active undertaking of industrial transfer by the central and western regions and facilitate the development of local characteristic industries; Support the eastern region in accelerating the quality improvement and upgrading of industries, strengthen industrial cooperation among regions, optimize industrial layout, cultivate high-quality products with distinct characteristics and strong competitiveness, and build world-class advanced manufacturing clusters.

(V) Strengthen international exchanges and cooperation. By leveraging platforms and carriers such as international Fashion weeks, enhance international exchanges between designers and clothing brands, showcase high-quality Chinese-made products to the world, and cultivate new growth points for international economic and trade cooperation. During the international conference on the textile industry, international exchanges and cooperation are carried out around themes such as trade, technology and social responsibility to enhance the ability of international resource integration.

III. Job Requirements

(1) Strengthen organizational leadership. The competent authorities of industry and information technology and commerce at all levels should, in light of local conditions and development needs, strengthen work coordination and communication and collaboration, organize and carry out activities such as "Optimizing Supply and Promoting Upgrading" in their respective regions, and gain a better understanding of the current development status and cutting-edge directions of the industry through these activities, so as to form a synergy to promote the high-quality development of the industry in a coordinated manner. The organizers of the event are required to submit a summary of the results of the event to the Ministry of Consumer Goods Industry within one week after the event concludes. (2) Focus on the effectiveness of work. When conducting activities, each organizing unit should clarify the goals, assume responsibilities, and strictly carry out relevant work in accordance with the spirit of the Central Eight-point Regulation and its detailed implementation rules. The starting point and ultimate goal of all activities should focus on enhancing the supply capacity of the industry and fostering new growth points for consumption. It is necessary to fully mobilize the enthusiasm of universities, research institutes, investment and financing institutions, digital transformation service providers, etc., pool high-quality resources from all parties, and jointly promote the transformation and upgrading of the textile and garment industry.

(3) Do a good job in publicity and reporting. All units should attach great importance to public opinion propaganda work, integrate media resources, enrich publicity forms, comprehensively utilize various media platforms, create three-dimensional and vivid communication methods, conduct multi-channel and all-round coverage of the activities, promote good brands, technologies and products in the textile and garment industry, and create a favorable industry development environment and market consumption environment.
